First let's define a database; a database is any collection of needed
information preserved so you can access only what is needed when it's needed.
To be worth it's salt, a database should also make it to easy to: add new information,
make changes to existing data and delete old or duplicate data.
Do you have a notebook somewhere with names and addresses in it? If so, you have a database. Now to really stretch a point, if you have stickies all over the dash of your car with things to do and places you need to go today you have a database! When you pull off one sticky and replace it with another you just updated your traveling database.
Admittedly that's an overly simplistic concept of a database. Of course, it's probably not practical to replace those stickies on the dash with an electronic version; a cell phone with a calendar and texting would possibly be an improvement. However, the address book would be much more flexible as a computerized version.
Hopefully, you can find that notebook when it's needed; even if you can, updates to your data are limited to whiteout or drawing lines through invalid data. Sorting your information on a paper list using various criteria or filtering by things like city, last name etc. is impossible. Still, if it serves your needs completely, then you have no need of a database on the computer, but if that is the case you are in an elite minority.
So who should NOT have a database? Anyone who does not have access to a computer which they can depend on. Even then, if you do printouts, a hard copy will suffice in the same way that notebook does. No matter how old or new your computer is, always do regular backups of your data. If I implement your database I will install the tools and show you how to do that.
A database can make life easier for just about anyone who needs to maintain information. You can track your customers or relatives or whatever you need. Even with computerized storage, if all you have are documents you are limited to searching files for specific text. A database allows you to sort on various fields, filter using multiple criteria to limit results to only what you need and updates are a snap. I will provide you with tools to do all these things.
